Teardrop Road Marking
Tony Currell, a Senior Traffic Engineer from the Highway Authority (OCC), attended the meeting for this item to further advise the PC in the light of ongoing concerns from some residents mainly about the need for change and its effectiveness once implemented.
Both the PC and OCC remain of the view that, notwithstanding the absence of an accident record, there are continuing risks to both pedestrians and motorists using the junction due to its wide configuration and very close proximity to a sharp bend. In such circumstances, the PC believes it has a responsibility to be proactive rather than reactive after the event provided any change does not lead to excessive urbanisation or is unjustifiable in terms of cost.
In this respect, the Teardrop would consist of a small flat area of cross- hatching painted on the road surface which the PC feels would have only a slight impact on the village environment. In addition, the PC is advised that costs would be minimal and that OCC regards these as outweighed by heightened driver awareness, better compliance, reduced speed and therefore improved road safety.
Taking the above into account, the PC has resolved to advise OCC that it supports the proposal but asks also that OCC endeavours to monitor its impact.
OCC has indicated that irrespective of whether budgetary constraints allow the scheme to be implemented or not, the existing road markings at the junction are badly faded and will be refreshed.
Winter Weather
Following the heavy snow experienced last winter, a register of residents with four-wheel drive vehicles, willing to help out in such conditions, was compiled. In the initial stages of bad weather, this service is available for the collection of prescriptions and urgent doctor/hospital appointments. Should snow persist, consideration would be given to shopping trips to Chipping Norton for essential items.
The register is maintained by Stuart Cole but, in his absence, any member of the Parish Council can locate a driver. Residents with four-wheel drive vehicles, who would like to be included on the register, should contact Stuart Cole.
